Vicky, as she is affectionately called, is a Kankanaey-Igorot woman from Besao, Monte Province. From 2005 to 2011, she was President of the Permanent Forum on Indigenous Issues, and in 2007 she actively participated in the drafting of the United Nations Declaration on the Rights of Indigenous Peoples. 

She is the founder and Executive Director of Tebtebba, Inc, the Indigenous Peoples’ International Centre for Policy Research and Education. Additionally, she is the United Nations Special Rapporteur for the rights of Indigenous Peoples (since 2014), and our secretary.
