Guide to CEDAW’s General Recommendation No. 39 on the Rights of Indigenous Women and Girls

Abstract

This Guide, developed by Indigenous Peoples Rights International (IPRI) in partnership with the International Indigenous Women’s Forum (FIMI), introduces CEDAW’s General Recommendation No. 39 (GR39) on the rights of Indigenous women and girls. Adopted in 2022, GR39 is a landmark instrument that addresses the multiple and intersecting forms of discrimination Indigenous women and girls face, and affirms the connection between Indigenous Peoples’ rights and Women’s rights—both individual and collective.

The Guide explains the role and procedures of the Committee on the Elimination of Discrimination Against Women (CEDAW), and how GR39 is situated within that framework. It is designed to make CEDAW and GR39 more accessible to Indigenous Peoples, women, girls, and their organizations, encouraging strategic engagement in both national and international advocacy.
